To receive consignment by the department of foreign trade and economic cooperation of Jiangxi province and Jiangxi provincial foreign economic liaison office, introduction of donation aid funds and projects of economy and technology from different kinds of international and domestic sources, enhance management of donation aid project of economy and technology of Jiangxi province, fulfill the functions to negotiate the businesses of international foreign engineering constructors and labors working abroad services of Jiangxi Province, make contribution to the development of the economy and society and the improvement of the People's livelihood of Jiangxi Province, promotion of the development of undertaking of liaison and cooperation of international economy and technology of Jiangxi Province for all sorts of institutions and enterprises with financial and technical strength, put into effect the services of the strategy of "Going Global".

The authorities in charge of the council business are: the department of foreign trade and economy cooperation of Jiangxi province, the authority in charge of registration of society organizations is the Department of Civil affairs of Jiangxi Province. Our council is directed, supervised and managed by the department responsible for the business and management of registration of society organizations.
All different kinds of Jiangxi Provincial institutions and the enterprises, which have established co-operation relationships with international non-government institutions and enterprises, or which wishes to co-operate with international institutions and enterprises in the fields of economy and technology and voluntarily to join our council via application, verify by the council of the general-secretary, approved by the regular meeting of chairman and then become a member of the council.

The members of the council who have the rights are as followings:

1. Participating the activities of our council;
2. Having the rights to vote, elect and to be elected in our council;
3. Giving the criticism and suggestion to the works of our council;
4. Enjoying the information, datum, inquiry and services provided by the council.

The members of the council have the rights to fulfill the following duties:

1. Observing the constitutions of the council, implementation of resolutions of council, fulfill the tasks consigned by the authorities of the council;
2. Observing the collaboration with the issues regarding to the business of the council;
3. Providing the reports and datum's of business progresses as the requirements of the council;
4. Paying membership fees according to the stipulations of the council;
